Mara Ash

CEO, CIA, CGAP,CGFM,CMRA,CICA

Mara Ash is the CEO of BFS – Strategic Partners, a client-focused management and consulting firm. She has over 25 years of financial management, compliance, audit, and consulting experience serving all levels of government and nonprofit organizations. 

Mara is a federal compliance expert, with in-depth experience helping state and local agencies build federal compliance programs and processes that align capabilities with federal compliance regulations. Her unique experience with both public and private sectors brings a wealth of knowledge and innovation which enables BFS to provide optimal solutions. Her expertise covers the crucial elements of business and financial operations that create strategic alignments, enhance transparency cultivate sustainable growth, and ensure compliance.

Mara has a passion to support public sector professionals. She has served in leadership positions with Association of Government Accountants (AGA) as well as the Institute of Internal Auditors (IIA). She currently serves as the Chairman of the Institute of Internal Auditor’s (IIA) Public Sector Audit Center and is active in Association Government Accountants local chapter. 

Mara believe in success built on efficiency, effectiveness, and transparency. Her goal is to help organizations improve service delivery, ensure compliance, enhance transparency, and reduce costs. 

Timothy Flynn, J.D.

Director of Business Service

Timothy Flynn, JD serves as the Director of Business Support Services and Secretary of the Board of Directors of Business & Financial Management Solutions, LLC

His career spans corporate, civil and criminal law in Texas, New Mexico and Nevada. Mr. Flynn, a retired Deputy District Attorney, has turned his passion for helping people into a second career as a Consultant. Having run his own practice, and federal, state and locally funded programs, he understands how to integrate federal and state requirements into operations. His legal, operational and grants expertise improve service delivery while maximizing funding streams.

Mr. Flynn’s attention to detail, ability to listen, solicit, and gather information enables him to provide BFS clients insight into operational effectiveness and business environment. From teaching at local colleges to providing business, financial and legal guidance and through local community efforts, Mr. Flynn is dedicated to helping people succeed.

Cindy Watson

Director of Educational Services

Cindy Watson is a compliance auditor with over 20 years of financial management, compliance and legal experience in the government sector. While she specializes in education grants compliance, her career includes extensive experience with federal and state grants. Her in-depth experience spans auditing and managing grant programs such as Title programs, ESSA, IDEA-B, major testing, indirect cost rates, maintenance of effort, cost matching, and other grant specific requirements.

Ms. Watson has created numerous automated subrecipient monitoring systems to randomly sample grantee submissions up-to 100%. In order to improve efficiencies and ensure adequate grant monitoring, she created a system to assign, manage and supervise audit staff. She also has experience negotiating cognizant agency’s Indirect Cost Rate Approval Delegation Agreements.

Ms. Watson has designed and implemented several customized SAS/SQL subrecipient monitoring and reporting tools to ensure grantee compliance with federal and state terms and conditions including 2 CFR 200. She also provides grantee compliance training covering topics such as indirect cost rate applications/submissions, allowable and allocable costs, time and effort, and documenting for compliance.

Emil Bo Sorensen

Operations Manager

Emil Bo Sorensen serves as Operations Manager for BFS. His is a graduate of Roskilde University, where he earned both a Bachelor of Science and Masters degree in Public Administration with a focus in European Studies. 

Emil has nearly 10 years of managerial experience working with teams to create successful workplace environments. He is multilingual and through extensive travel, has developed a passion for international relations and business. 

David Brymer

IT Project Manager

David Brymer is the IT Project Manager for BFS. He leads the charge for the construction of unique software tools for PTE’s and auditors. He has a hybrid educational background, blending Anthropology, Instructional Design, and Sound Design. He loves to see what happens when connecting things together in new and experimental ways.
